The appellant purchased residential land from a society originally reserved for scheduled castes. Although she did not belong to that caste, a superior authority (Registrar of Co-operative Societies) had ruled that existing members of all castes, including the appellant, must retain all membership rights. The Bangalore Development Authority later refused to restore her land record ('khata') solely on the ground of her caste. The Supreme Court found this decision unsustainable, as it ignored binding orders from superior authorities and showed non-application of mind. The Court set aside the High Court's affirmance and directed restoration of the appellant's khata.
