This case arose from reports by a Supreme Court-appointed Monitoring Committee regarding the sealing of an illegal dairy premises in Delhi and its subsequent breaking by an elected Member of Parliament, Shri Manoj Tiwari. The Court found that the sealing was an independent action by the Veterinary Services Department under the Delhi Municipal Corporation Act, 1957, and the Monitoring Committee had no role in it. Although Shri Tiwari admittedly broke the seal, the Court did not proceed against him for contempt because the factual premise was wrong. The Court strongly deprecated political leaders succumbing to mob pressure and dismissed frivolous allegations made by Shri Tiwari against the Monitoring Committee as unsuitable for court proceedings."
