Madhavi, a graduate with B.Ed., was appointed as a temporary teacher on 16 July 1985 and later promoted to Head Master. Chagan, who had only a Senior Secondary Certificate and Diploma in Education at the time of his appointment on 1 August 1985, later acquired a B.Sc. (1997) and B.Ed. (1999), and claimed he was senior to Madhavi based on his earlier appointment date. The Supreme Court held that valid teacher appointments require both educational and training qualifications. Since Chagan lacked the prescribed qualifications at initial appointment, he could not claim seniority from that date. Madhavi, possessing all required qualifications at appointment, was rightly placed in Category C (trained graduate). Chagan, initially Category E (untrained), could only claim Category C status from when he acquired B.Ed., not from initial appointment. The Court distinguished that primary and secondary schools have different seniority rules and followed Bhawna principles.
