Appellants who qualified in NEET sought directions to allow fresh registration in the NRI quota for private medical colleges in Kerala after many seats remained vacant. The Commissioner for Entrance Examination rejected their request for extension, citing sufficient prior opportunity and nearing deadlines, and converted 45 vacant NRI seats to unreserved seats. The Supreme Court dismissed the appeals, holding that appellants did not challenge the Information Bulletin provisions on seat conversion and had not exercised options for the vacant seats. The Court noted that unfilled NRI seats should ordinarily be filled at management's discretion per TMA Pai Foundation precedent, but declined to decide the legality of conversion since it was not challenged.
