Guest faculty members appointed on ad hoc contractual basis at government colleges under the Jan Bhagidari Scheme challenged their discontinuation after each academic year. The single judge directed their continuation until regular selections were made and ordered UGC-prescribed salary. The Division Bench reversed this. The Supreme Court partly allowed the appeal, upholding continuation till regular appointments are made, but rejected the UGC salary directive. Instead, appellants are entitled to honorarium at the rate determined by the Committee (Rs. 1,000 per hour), with continuation conditional on student availability.
