The Supreme Court upheld the selection and appointment of Dinkar Gupta as Director General of Police (Head of Police Force) for Punjab by UPSC's Empanelment Committee. The appellants challenged the selection as violating guidelines from Prakash Singh's case and alleged bias by an incumbent DGP member of the committee. The Court held the Draft Guidelines valid and consistent with Prakash Singh directions. It found the selection of five core policing areas for assessing experience was not arbitrary. Crucially, the Court ruled the appellants were estopped from raising bias objections belatedly, having known the committee's composition and participated without protest when unfavorable results followed. The appeals were dismissed.
