Muskan Samir Modasia sought special leave to appeal against a Bombay High Court judgment dismissing her challenge to NAMO Medical Education and Research Institute's MBBS admission policy. The policy grants first priority to candidates whose parents are domiciles of Dadra and Nagar Haveli or Daman and Diu and who studied in classes 8-12 in recognized schools there. Modasia had attended only primary classes in that Union Territory. The Supreme Court dismissed the petition, holding that policy decisions are ordinarily not interfered with by courts in judicial review and that the petitioner did not meet the eligibility criteria as she had not studied in the required classes there.
