The Supreme Court considered whether teacher candidates with B.Ed. qualifications and 50%+ marks in post-graduation could be excluded solely because their graduation marks fell short of 50% under a 2011 notification. The Court held that such exclusion was arbitrary and violated Article 14, as the 50% graduation requirement was earlier optional for those with higher post-graduation marks. Accepting the NCTE's own position and endorsing similar judgments from Rajasthan and Uttarakhand High Courts, the Court granted relief to the appellants and directed the NCTE to issue a clarification within one month and authorities to reconsider claims of similarly placed candidates.
