This case concerned the validity of Uttar Pradesh's decision to change teacher recruitment criteria by abandoning weightage to Teacher Eligibility Test (TET) marks in favour of prior 'quality point' methods, contrary to NCTE guidelines. The Supreme Court held that while NCTE qualifications are binding, weightage to TET marks was merely a guideline, not mandatory. The Court upheld the 15th Amendment permitting quality points. However, given that 66,655 teachers had already been appointed under interim orders, the Court did not disturb those appointments and allowed the State to fill remaining vacancies through fresh advertisement.
