In Brief
Teachers with special qualifications (B.Ed. Special, D.Ed. Special) sought to be appointed on regular terms to teach children with special needs. The Court held that schools must maintain pupil-teacher ratios set by disability rights laws and schemes until the government formally amends education standards. Ratios adopted: 8:1 for cerebral palsy; 5:1 for intellectual disability/autism/learning disabilities; 2:1 for deaf-blind and multiple disabilities. All special educators must be Rehabilitation Council of India-registered. The government must notify formal norms and appoint special teachers on regular basis within six months, with State Commissioners overseeing compliance.
