A university teacher employed in an affiliated college sought promotion under the Career Advancement Scheme (CAS). The Supreme Court held that CAS promotion is available only to teachers holding substantive posts in Constituent Colleges of the University, not affiliated colleges, and only when they are on the active rolls on the date of Selection Committee consideration. While prior service may be counted for promotion purposes, the effective promotion date is from entry into University service. The appeal was allowed, rejecting the teacher's claim for CAS promotion based on affiliated college service.
