The appellant, appointed as Director of a College Development Council in 1992, served two three-year terms and sought to continue in the position. The University sought to terminate the CDC, claiming no state financial assurance existed. The High Court quashed this termination but held the appellant could not continue as Director since he had completed the prescribed two-term tenure under UGC guidelines. The Supreme Court upheld this decision, holding that tenure limitations in appointment guidelines apply to the office itself, not merely to deputationists. Once an appointee completes the prescribed tenure period, they cannot continue in the post.
