Ministerial employees of the Madhya Pradesh Police Department who were given police ranks under a 1967 Memorandum sought parity of pay with the Executive Force. The Supreme Court dismissed their appeal, holding that the Memorandum explicitly required ministerial staff to continue drawing existing emoluments after enrolment. Since recruitment, qualifications, training and duties of ministerial and executive staff differ materially, the principle of equal pay for equal work does not apply. The Court affirmed that recovery of excess payments made between 2000-2001 was justified, as the ministerial staff were never entitled to higher pay-scales granted to the Executive Force."
