Ministerial employees of the Madhya Pradesh Police Department, who were given police ranks in 1967, sought parity of pay-scales with the Executive Force. The High Court rejected their claim, holding that despite receiving police ranks and certain allowances, their recruitment methods, qualifications, and duties remained fundamentally different from the Executive cadre, and the 1983 Pay Rules expressly excluded them from the benefit of higher pay-scales. The Supreme Court upheld this decision, affirming that equal pay principles do not apply where employment conditions materially differ, and the Chaudhary Pay Commission itself had declined to recommend equivalent scales for Ministerial staff.">
