The Supreme Court dismissed an appeal concerning the eviction of an unauthorized occupant from a government textile mill under the Public Premises (Eviction of Unauthorized Occupants) Act, 1971. The key issue was whether proceedings under the Act could be conducted at Mumbai when the mill premises were situated at Akola. The Court held that an Estate Officer's jurisdiction is limited to the local limits specified in the central government's notification under Section 3(b) of the Act. Since the mill was situated at Akola, proceedings must be initiated and held there, not elsewhere. The impugned notices directing the occupant to appear at Mumbai were therefore without jurisdiction and properly quashed.
