In Brief
A Gram Panchayat in Haryana exchanged village common land with private developers for residential land to benefit the village. Residents challenged the exchange arguing procedural non-compliance and unequal land value. The High Court initially struck down the exchange for procedural defects, but after fresh compliance with statutory requirements and Government approval, the Panchayat revived the exchange. Constructions were completed and land sold to third parties. The Supreme Court dismissed the challenge, holding that all statutory conditions were met, no credible evidence contradicted land valuations, and the land could not be restored since it had been fully developed and the Panchayat no longer existed.
