A Class IV bank employee was charged with acting as a conduit for loan sanctioning in exchange for bribes from customers. After an inquiry found him guilty, he was dismissed, then had his punishment reduced by the appellate authority to removal from service with superannuation benefits. He challenged this before the High Court, which set it aside and ordered reinstatement with back wages. The Supreme Court reversed the High Court, holding that the disciplinary findings were supported by evidence (admissions by borrowers and the employee's own statement to the Disciplinary Authority), that judicial review of such proceedings is limited to procedural violations, and that detailed reasons need not be separately recorded when accepting an inquiry officer's report. The Court restored the removal from service order."
