The High Court had consistently recognized such pre-Act certificates as valid. The Supreme Court dismissed the review petition, holding that the certificate was a good and valid qualification. No error apparent on the record justified interference under review jurisdiction. The Court reaffirmed that review petitions require demonstration of patent error to succeed.
