A librarian-cum-museum assistant appointed under the 1987 Ayurvedic College Rules sought the UGC pay scale applicable to librarians under the separate 1990 Higher Education Department Rules. The Supreme Court held that the two sets of rules applied to different departments, with different eligibility criteria (graduate vs. postgraduate), different pay scales, and different designated posts. The Court ruled that equal pay for equal work applies only when employees are similarly circumstanced in all respects. A reasonable classification based on departmental differences and eligibility criteria does not violate Article 14. The High Court's order granting the UGC scale was reversed.
