A widow applicant was rejected for a Lower Division Clerk position in 2013 because she lacked the mandatory RSCIT (Rajasthan State Certificate in Information Technology) qualification by the stipulated and extended deadlines. She acquired RSCIT in 2014. When the stalled 2013 recruitment resumed in 2017, she applied again. The Supreme Court held that the 2017 advertisement was a continuation of 2013, not a fresh recruitment. Candidates had to satisfy eligibility as of 2013. Since the respondent never possessed the qualification by 2013's deadline, she remained ineligible in 2017. The Court refused to invoke Article 15 or its special jurisdiction under Article 136 to override statutory eligibility rules, holding that judicial sympathy cannot override the rule of law in public employment.
