The Supreme Court examined whether admission to an Ayurvedic Nursing Training Course creates a legal right to government appointment. Initially, candidates trained at the single government college (20 seats) were generally appointed. After 2011, private institutions were permitted to conduct the course, dramatically increasing pass-outs. From 2014, recruitment shifted to UPSSSC, with service rules notified only in 2021. The Court held that mere admission does not guarantee appointment—the bond clause applied only if selected. The Court rejected the legitimate expectation doctrine, finding substantial policy changes and exponential candidate increases made the old practice inapplicable. No discrimination occurred since no batch admitted after 2010-11 received direct appointments. The High Court's direction for appointment consideration was set aside and appeals allowed.
