The State of Himachal Pradesh sought to convert part-time revenue chowkidars to daily wage workers with seniority backdated to completion of ten years' service, but without back-wages. The High Court directed payment of consequential monetary benefits from 2007. The Supreme Court held that this contradicted the State's own consistent policy and an earlier High Court judgment (Moti Singh) that accepted such conversions without past financial benefits. The Court approved the principle of seniority-without-back-wages, set aside the High Court's direction for payment, and allowed the appeal.
