The Supreme Court examined whether C. Girija's claim for promotion as Assistant Personnel Officer under the Southern Railway's 30% limited departmental competitive examination quota could be entertained six years after the selection panel was declared. The applicant challenged the allocation of one SC vacancy in the 30% quota after participating in the selection without objection. The Court held that the stale claim, raised after over six years, was barred by delay and laches. However, the Court upheld the applicant's entitlement to retirement benefits with interest. The appeals against the High Court judgment were allowed, but the applicant was granted retirement benefits and 8% interest from July 2015.
