This case involved multiple consolidated Civil Appeals challenging a seniority list prepared for Deputy Collectors in Uttarakhand. Promotees had been appointed on an ad hoc basis for one year without following the mandatory procedure prescribed under the Promotion by Selection in Consultation with Public Service Commission Rules. The Supreme Court held that such ad hoc appointments, made in violation of statutory rules, cannot confer seniority rights or count towards computing seniority. The Court dismissed the appeals, upholding that promotees are not entitled to seniority from their ad hoc appointment dates and must follow the prescribed promotion procedure to be eligible for regular appointment.
