Following the reorganization of Uttar Pradesh and creation of Uttarakhand in 2000, the Appellants were allocated to Uttarakhand and later promoted to the IAS through a select list in 2011. The 4th Respondent, who initially challenged the allocation but continued working in Uttar Pradesh, was eventually allocated to Uttarakhand in 2016. He later sought a review DPC to be promoted in an earlier batch, claiming his juniors had been promoted ahead of him. The Supreme Court held that the 4th Respondent cannot reopen settled promotions made while he was in a different cadre. The High Court's direction for a review DPC was set aside because it violated the principle of natural justice by not hearing affected parties and risked disturbing the seniority of other officers.
