Aligarh Development Authority initiated acquisition of respondent's land in 2004 under emergency clause but never passed a formal award. The High Court quashed the acquisition for delay. The Supreme Court held that since no award was passed before the 2013 Land Acquisition Act came into force, proceedings do not lapse but must continue under the new Act. The Court set aside the High Court's order, directing the Authority to pass an award within six months determining compensation under the 2013 Act and to disburse it to the owner within one month, emphasizing that authorities must proactively 'go and give' compensation, not require owners to 'come and get' it."
