Landowners in Bengaluru whose properties were acquired in 2003 for the Bengaluru-Mysuru Infrastructure Corridor Project sought compensation determined at 2019 market value, given a 22-year delay in issuing awards. The High Court quashed an award that had shifted the valuation date to 2011 (the SLAO lacked power to do so), but directed compensation be determined at 2003 rates. The Supreme Court allowed the appeal, holding that in cases of inordinate state-caused delay, the Court may exercise powers under Article 142 to shift the valuation date to when the award is actually passed, ensuring fair compensation that reflects the true value of the property and respects the constitutional right under Article 300-A.
