The Assam Public Service Commission had initiated recruitment for 65 Assistant Engineer (Civil) posts under the 2010 Rules. The High Court directed that pending stages of this recruitment be completed under a new 2019 Procedure. The Supreme Court allowed the appeal, holding that the entire recruitment process must be completed under the 2010 Rules under which it was initiated. Applying two different procedural regimes to a single ongoing recruitment would be anomalous and unfair to candidates. Pending processes must continue under the rules in force when they began.
