Temporary government employees in Andhra Pradesh who were regularized under Government Order No. 647 of 1979 were given an option in 1983 to either remain regularized or seek appointment based on APPSC selection. Most declined to exercise this option within 15 days. When some later approached an Administrative Tribunal seeking to revisit that choice and claim parity with direct APPSC recruits, the Tribunal granted them a fresh option to change their status. The Supreme Court held that the Tribunal lacked authority to alter settled service conditions without valid legal authorization and that employees who had consciously declined the option could not later be given another chance. The Court set aside the Tribunal's order, emphasizing that such alterations would prejudice those who abided by original procedures and would improperly extend relief to non-comparable categories of employees.",
