The Supreme Court dismissed special leave petitions challenging a High Court order that refused to refer questions about reservation rules for lecturer appointments to a larger bench. The Court held that since the Division Bench's decision on the same issues—particularly regarding clubbing of vacancies across colleges for reservation purposes—had already been specifically approved by the Supreme Court when Civil Appeals were dismissed in 2017, the High Court's larger bench properly declined to reconsider them. Once a judgment merges into a Supreme Court order with express approval, it becomes final and cannot be reopened.
