The Delhi Police conducted a 2013 recruitment drive for 523 Constable positions. After declaring initial results on 17 July 2015 (which included respondents Umesh Kumar and Satyendra Singh), the answer key was found to contain errors. An Expert Committee reviewed the examination and recommended corrections. Results were revised on 22 February 2016, and both respondents fell below the OBC category cut-off in the new evaluation. The High Court directed their appointment by mandamus. The Supreme Court held that mere inclusion in a selection list does not create a vested right to appointment. Since the recruitment process remained incomplete when results were revised to correct documented errors, the respondents' removal from the revised merit list was lawful. The Court allowed the appeals and set aside the High Court's mandamus order.
