In Brief

The review petitions challenged a seniority determination between 47 Judicial Officers promoted in 2010 and direct recruits appointed in 2013 to the District Judge cadre. The petitioners argued all appointments were part of one selection process requiring cyclic roster implementation. The Supreme Court held that substantive promotion and direct recruitment at different times cannot be treated as one selection process. Relying on K. Meghachandra Singh, the Court affirmed that officers entering the cadre more than three years earlier are rightly placed senior to subsequently appointed candidates. The review petitions were dismissed as raising no reviewable error."
