The High Court acknowledged he deserved interest but declined to award it due to disputes between the college management, secretary, and government over who caused the delay. The Supreme Court held that a retired employee cannot be made to suffer for administrative delays beyond their control. It directed the college to immediately pay interest from retirement until actual payment, while allowing recovery from whoever is ultimately found responsible. The government was directed to expeditiously finalize its enquiry report.
