This case concerns whether the State of Kerala validly exempted existing electricity board employees from possessing educational qualifications mandated by the Central Electricity Authority's Safety Regulations 2010 for engineers, supervisors and technicians. The Court upheld the power of the State to allow such deviation under Regulation 116 of the Safety Regulations. However, the Court held that this protection applies only to employees transferred as of the scheme date (31.10.2013), not to those hired afterwards. The Court affirmed the Division Bench's judgment that the blanket exemption Order of 13.02.2019 was properly restricted in scope.
