The appellant landowners challenged a Review Award by the Land Acquisition Collector which reduced their compensation by deducting the value of structures deemed illegal. The Supreme Court held that Section 13A of the Land Acquisition Act, 1894, permitting correction of only clerical or arithmetical errors, cannot be used to substantively review an Award or reconsider compensation awarded for structures. The Court quashed the Review Award and restored the original Award, holding that once a Supplementary Award is made, the Collector has no authority to revisit or reduce compensation on grounds relating to the nature of structures.
