P.J. Dharmaraj, a former Lecturer and Reader at JNT University, was appointed Director of CSI Institute of Technology in 1998 when the age of superannuation was 60 years. After UGC and AICTE regulations increased the superannuation age to 65 years in 2010, he sought continuation until age 65. The Supreme Court dismissed his appeal, holding that amended regulations do not apply retroactively to those appointed under earlier rules. Since the State Government had not adopted the 2010 amendment, and Dharmaraj discharged only administrative duties as Director rather than classroom teaching, he did not qualify as a 'teacher' under the applicable regulations. The Court found no merit in extending benefits when the affiliating university itself maintained age 60 as the retirement norm.
