A medical college sought renewal of its Letter of Permission to admit MBBS students after initial conditional approval. The Medical Council of India and Central Government debarred it for two years and authorized encashment of its Rs. 2 crore bank guarantee due to persistent deficiencies in faculty, residents, bed occupancy, and clinical materials despite opportunities to remedy them. The Supreme Court held that while judicial review cannot re-appreciate expert findings on technical matters, the college's debarment for 2017-18 was justified. However, the Court prohibited encashment of the bank guarantee, directed a fresh inspection for 2018-19 consideration, and mandated that students already admitted for 2016-17 be permitted to complete their studies.
