Kerala Medical College sought permission to admit 150 MBBS students for 2017-18 and 2018-19. Although an Oversight Committee had conditionally approved its application, an MCI inspection found numerous deficiencies. The Central Government debarred the college from admissions for two years. The Supreme Court upheld this decision, holding that surprise inspections are permissible and necessary to ensure compliance with statutory standards. The court confirmed that acceptable leave categories during inspection are limited; other absences constitute deficiency. The order was reasoned and demonstrated proper application of mind. Judicial review examines legality and process, not merit. Students already admitted under prior permission may continue to completion. Fresh inspection for 2018-19 was directed.
