A medical college trust challenged the Central Government's order debarring it from admitting 150 MBBS students for 2017–18 and 2018–19, citing deficiencies found during an inspection. The college argued the inspection during Christmas was improper and that explanations for faculty absences were ignored. The Supreme Court upheld the denial, finding the inspection was permissible and substantial reasons were ascribed for the decision. The Court clarified that judicial review does not permit re-appreciation of merits and that medical colleges must comply with statutory Minimum Standard Requirements. The college was directed to undergo fresh inspection for 2018–19, but no admission was permitted for 2017–18 as the academic session had commenced. Students continuing under prior permission were allowed to complete their course.
