The Supreme Court reviewed a recruitment process for Technician Grade-2 posts in Uttar Pradesh's power corporation. The original advertisement required candidates to submit a DOEACC certificate at interview. Due to certificate issuance delays, the corporation granted two extensions (to 28th March 2012 and 31st July 2012). The Court held that while the Chairman had power to relax rules, such relaxation must be explicitly mentioned in the advertisement to ensure equal opportunity under Article 14. The Court upheld relief only for candidates who submitted certificates by 28th March 2012, rejecting claims of those who used the second extension, as they lacked diligence and further relief would disrupt ongoing recruitment cycles.
