The Supreme Court upheld a High Court judgment in a dispute over the recruitment of Technicians by the Uttar Pradesh Power Corporation. Although selection rules required DOEACC certificates at interview, the Corporation relaxed this requirement mid-process when DOEACC delayed issuing certificates. The Court held that while such relaxation cannot be granted unless explicitly advertised, it could be upheld for candidates who produced certificates by 28 March 2012 in the larger public interest. However, candidates who submitted certificates after 28 March 2012 under a second extension were not similarly situated and could not claim the same benefit, as they lacked diligence.
