The Supreme Court upheld a High Court judgment in a recruitment case involving the UP Power Corporation's selection of Technician Grade-2 candidates. The selection required a mandatory DOEACC computer certificate at interview, but the Chairman granted two extensions due to certificate issuance delays. The Court held that relaxation of mandatory terms without advertisement mention violates Article 14. However, it upheld the first relaxation deadline (28 March 2012) in larger public interest due to genuine DOEACC delays. Candidates submitting after that date were not similarly situated and could not claim the same benefit. Those appointed by the first deadline were allowed to remain; others were removed from service.
