The Supreme Court set aside a High Court order that had restricted post-graduate admission benefits in central universities (AMU and BHU) and weightage for in-service doctors in remote areas to those who studied MBBS within Uttar Pradesh. The Court held that Regulation 9(iv) of the MCI Regulations does not create such geographic distinctions—all in-service doctors who worked in notified remote areas are entitled to weightage marks, regardless of where they obtained their MBBS degree. The Court found the High Court had exceeded its jurisdiction by raising issues not pleaded and by disrupting the counselling process with only two days to the deadline. All admissions granted before the impugned order were permitted to continue; the admission deadline was extended to 12 June 2017 to allow remaining seats to be filled.
