Kurk Amins (cooperative recovery officers) were appointed by the Government of Uttar Pradesh but their status as government employees was disputed and repeatedly litigated. The Supreme Court in 2001 confirmed they were government servants entitled to regular pay scale and benefits. When Uttarakhand was formed in 2000, many Kurk Amins were transferred there. A dispute arose over whether their pre-2000 services in U.P. should count for pension, promotion, and other benefits. The High Court of Uttarakhand had limited counting of past services to only from 2000 onwards. The Supreme Court allowed the appeal, holding that past services cannot be wiped out by state bifurcation and must be counted for all purposes including selection grade, promotion, and pension without temporal restriction, extending these benefits to all similarly situated employees."
