Appellants, Assistant Project Engineers at NOIDA, challenged the deputation and subsequent absorption of respondent no. 4 as a Project Engineer (Electrical). The Supreme Court held that deputation is a permissible source of recruitment under NOIDA Service Regulations 1981, Regulation 16, which must be read as a whole. The Court found the appellants lacked locus standi because they were ineligible for promotion to the contested post at the time of appointment and absorption, having not completed the requisite 8 years of service as Assistant Project Engineers. The appeal was dismissed with no order as to costs."
