The State of Jammu and Kashmir sought Special Leave to Appeal from a High Court judgment. Since a number of respondents to the petition remained unserved, the Supreme Court directed that they be served notice through substituted service—publication of service announcements in four major local newspapers (Daily Aftab, Amar Ujalla, Greater Kashmir, and Daily Excelsior) with wide circulation in the relevant areas. The Court listed the matter for hearing on 16 April 2020 and directed the Registry to ensure the substituted service was published within three days.
