This judgment concerns the challenge to amended Regulations 9(4) and 9(8) of the Post Graduate Medical Education Regulations, 2000, which govern postgraduate medical admissions. Medical officers' associations challenged whether States may reserve seats for in-service candidates in postgraduate degree courses, arguing they should have similar rights as in diploma courses. The Court found that a prior Three-Judge Bench decision had not addressed key constitutional issues regarding the division of legislative power between Union and States under Schedule VII, nor considered relevant Constitution Bench precedents.
