In Brief
The Supreme Court addressed the allocation of judicial officers from the former Andhra Pradesh to two new States (Telangana and Andhra Pradesh) created by the Andhra Pradesh Reorganisation Act, 2014. The Court directed each State to assess required cadre strength in consultation with the High Court and frame appropriate rules. Guidelines drafted by the High Court were treated as a starting point for revision by the Union of India after receiving stakeholder suggestions. The Court invalidated rules adapted by Telangana without fresh High Court consultation and permitted the State to frame fresh rules through proper consultation. The matter was adjourned for further consideration.
