In Brief
Following Andhra Pradesh's division into Telangana and Andhra Pradesh in 2014, the Supreme Court addressed disputes over how to fairly allot existing judicial officers between the two states and frame appropriate service rules. Rather than decide complex constitutional questions, the Court directed each state to assess required judicial officer strength in consultation with the High Court and framed a procedure for the Union of India to finalise allotment guidelines after considering suggestions from interested parties. The State of Telangana was permitted to frame fresh service rules through proper consultation with the High Court, and newly recruited officers' allotment was made subject to these final guidelines and the outcome of a pending Special Leave Petition."
