Following the 2014 bifurcation of Andhra Pradesh State into Telangana and Andhra Pradesh, a Scheduled Tribe officer (Joint Director) was initially allocated to Andhra Pradesh. He challenged this, claiming he should be allocated to Telangana as a local candidate, having studied there for seven consecutive years and worked there at bifurcation. His wife was a local Telangana resident. The High Court allowed his petition. The Supreme Court dismissed the state's appeal, holding that allocation guidelines are directory, not rigid. Interpreting them liberally with the Constitution and local candidature rules, the officer qualified as a local candidate of Telangana and was entitled to allocation based on seniority and spouse allocation principles.
